DPSO Lisa Alert (Volunteer Search and Rescue Team, Search Team Lisa Alert)- non-commercial public organization, consisting of volunteers, and engaged in the search for missing people. Also known as the Volunteer Search and Rescue Squad Lisa Alert. The name of the organization comes from the name of 5-year-old Liza Fomkina, whose search gave impetus to the creation of the detachment, and the English word Alert(translated as an alarm). The main part of the search takes place on the territory of the Moscow region and nearby regions. Priority is given to the search for children and the elderly, as well as people lost in the natural environment. The detachment is not engaged in the search for missing soldiers and their identification. The detachment does not provide paid search services; searches are carried out free of charge by the efforts of volunteers.

Organization of search activities

Applications for conducting searches are received in the form of a call to a round-the-clock telephone number or to the website of the PSO "Liza Alert" by filling out a special form. Anyone can apply. Usually this is done by relatives and friends of the lost or official services. The only condition is that the person must be officially listed as missing, i.e. should be a police report.

Upon acceptance of the application, the coordinator and information coordinator of the search are determined. Members of the squad are notified by posting a relevant topic on the forum, sending SMS and e-mail newsletters to subscribers from among the members of the squad, posting information on Twitter. At the same time, calls are made to the Central Reference Ambulance, the Accident Registration Bureau, as well as hospitals in the corresponding region. Volunteers ready to leave notify the search coordinator of the time and place of the search, with the help of the information coordinator, depending on the territorial location of the search engines, vehicle crews are formed.

Maps of the search area are prepared and printed. Orientations are compiled and replicated with a photograph of the missing person, a description of the main signs and an indication of the date and place where the person was last seen. Information about searches on the Internet and the media is being disseminated.

Upon arrival at the search site, the relatives and friends of the lost person are interviewed, contact is established with the official services involved (police, Ministry of Emergency Situations). A field headquarters is organized, including: a headquarters tent and / or a car, workplaces for a radio operator and a cartographer, a medical officer on duty, a kitchen, and parking. All available and emerging information in the search process flows to the coordinator. The territory is divided into squares and zones.

The coordinator, taking into account the skills, abilities, capabilities of volunteers, divides them into groups and directs them to perform tasks on the ground. The data coming from the search groups are brought together, the surveyed territories are marked on the maps. When conflicting information appears, all possible versions are worked out. The search coordinator is responsible for analyzing all the information obtained in the course of the search and making decisions regarding the conduct of further search activities. Searches begin and are carried out at any time of the day and are conducted until the discovery of the lost one or until all available versions are worked out. Further, active searches can move into a passive phase until new information appears.

Activity

In addition to direct search activities, the detachment is engaged in the following activities:

  • attracting and training volunteers in first aid, working with a navigator, radio station, compass, cartography, leading a search group, leading a search in general, etc.;
  • conducting training trips, where all kinds of search activities are practiced;
  • work with the media;
  • establishing contacts with formal and informal organizations;
  • carrying out preventive measures aimed at reducing the number of cases of disappearances;
  • Carrying out promotions aimed at updating the attention of society to the problems of the missing.

The detachment took part in the liquidation of the consequences of the flood in Krymsk (Krasnodar Territory) in the summer of 2012.

Principles

The detachment is built on the basis of goodwill, mutual assistance, selflessness. PSO "Liza Alert" does not accept financial assistance, does not have current accounts and virtual wallets. This is the principled and unchanging position of the detachment. Volunteers

The detachment consists of people of different nationalities, professions, views, religions. The Moscow detachment is the most numerous and active. It is known that many children go missing every year. We will not cite statistics that have set the teeth on edge, which only the lazy did not quote. What is certain is that now there are really huge resources for the operational search for the lost, thanks to several formed search and rescue teams. But these resources have become difficult to use, because the struggle for the right to be considered the “main”, “largest”, “most popular” search detachment in Moscow and the region is already crossing all boundaries. People forget about the goal, joining the struggle for leadership, which discredits the very idea of ​​a volunteer movement to find children. For a long time we did not participate in the general controversy, considering it unworthy and frivolous for adults. But recent events simply force an answer. To begin with, I would like to tell you how it all began ...

And it all started in the forests near Chernogolovka, in June 2010, where many of us ended up by accident. At the autoforum, a call for help in search of a 4-year-old boy was thrown by Yulia (Taiga). The search continued almost around the clock, for 4 days. Then we were lucky and Sasha was found alive. Video: Sasha is sitting in the arms of Alexander Efimov (YoFA), it was he who discovered him. It is also seen how Pavel Filippovich (Pavel, Rasp) contacts the headquarters to report the situation. In total, more than 500 people took part in those searches. It is difficult to imagine the joy of the search engines when this news came, and the feeling with which they returned home. It was then, for the first time, that attempts were made to rally the volunteers into a single detachment, but the idea was unsuccessful.

In September, after the terrible fires burned out, and the dense forest became completely impassable because of the rubble, information came that 5-year-old Liza Fomkina and her aunt had disappeared in Orekhovo-Zuyevo. Active searches began when several days had already passed, but warm weather gave a chance for salvation. Pavel Filippovich (Pavel, Rasp) undertook to coordinate the search. For almost a week, he, along with Maxim (a car forum mate) and Maria (a family friend) coordinated more than 300 volunteers who worked alongside the police and military. They searched for the girl and aunt all over the city, in the surrounding villages, in abandoned basements and houses, in endless forests and swamps, and even in neighboring cities. The entire Internet was, figuratively speaking, “on the ears”. Little Lisa was discussed on forums and blogs, social networks and psychics.

Communities of all-terrain vehicles, quad bikers, cynologists, a forum of ferret lovers and other thematic resources broadcast information about the progress of the search around the clock, helped with notification and attracted the media for this. The goal was one - to notify as many people as possible so that they come in search. Those who searched in Chernogolovka also arrived and, of course, there were many new volunteers - among them Dmitry (Koleso), who searched at night and returned to the office in Moscow in the morning, and Alexander, the head of the volunteer fire brigade, Dmitry Volkov came with him (bayaga), who extinguished forest fires in the area before searching (now he leads the PSO "Polar Star") and Dmitry Lobanov (Hunter, Dmitry) with a dog - they were the ones who found the traces of Liza and her aunt, Masha, and friends, professional rescuers two Igors (Igor-73 and Igor - 107) and many, many, many others! It is simply impossible to list everyone! Several hundred caring people who abandoned their everyday lives and fled to the Moscow suburbs. The auto-forum, where Pavel described the chronology of events and attracted volunteers, collapsed from the number of visitors. But that gigantic resonance, those mistakes and conclusions that were made after the searches left no other options than the creation of a professional volunteer search squad.

It became clear that one of the reasons for the failure in the search was the delay in obtaining operational information about the disappearance of children, the disorganization and unpreparedness of volunteers. The newly formed detachment was called upon to take on the training of volunteers, conducting training, and coordinating searches. Moreover, a team of volunteers has formed who have gained enough experience in conducting search operations. And under pressure from the public and volunteers, Pavel Filippovich (Pavel, Rasp), it was he, and not Grigory Sergeev (Grigoriy) and no one else created the Liza ALERT squad. LJ 13sep2010 a cry was thrown about the recruitment of volunteers in the detachment. Several hundred responses came, among them many who took an active part in the search. Even representatives of show business and authorities responded. Of course, there were those who joined on a common wave, many just sympathizers and "onlookers". The fact that they eventually left - did not come as a surprise, it has always been and will be so. But, the more precious to us that time-tested and experienced backbone that continues what we started has become. So, in memory and thanks to the little girl, the Liza ALERT detachment arose.

Late autumn and winter are a search lull. People walk less in the forest, they get lost less - a great time for training and exercises. Groups were created in certain areas of search, an action plan was built and general gatherings of all volunteers were held in order to develop a unified strategy and the governing body of the detachment - the Council. Large general detachment exercises were carried out, with the participation of all-terrain vehicles and foot search engines.

In February 2011, the detachment had to go through hard times. The administrators of the resource (www.lizaalert.org), led by businessman Grigory Sergeev (Grigoriy), who were recruited on a voluntary basis, decided to remove the Council from managing the squad and start managing the squad on their own. Dishonest methods were used: the ability to communicate on the forum was limited to the leadership of the detachment and volunteers who disagreed with the administrators, personal messages were turned off, banned by IP address, people were involved who had nothing to do with the detachment and had never participated in the search. In order to disrupt the holding of the general meeting, photocopies of powers of attorney were presented, including from people who had never taken part in the activities of the detachment. Who were these people? And how such actions were supposed to help look for children? Information about training was deleted, and an entertaining meeting was scheduled at the recreation center on the same date. Slander on the leadership of the detachment spread, and new volunteers who sincerely did not understand anything and asked fair questions to the admins on the forum most often received a ban. In secret from the rest of the detachment, meetings were held that were passed off as a general meeting of the detachment. When the leadership of the detachment demanded that the administrators resign, they simply disconnected him from the forum. Soon, in a close circle, the initiative group of the forum gathered and proclaimed itself the leader of the detachment. These people did not ask anyone registered on the forum, did not look at the key searchers who did so much for the formation of the detachment. The main activity on the resource now is to attract as many people as possible, which is not difficult to do, given the number of interviews that they give out in the media, using the well-known and honest name of the detachment. It is more difficult for them, knowing that the Liza ALERT squad exists as a legal entity and a community of professional search engines, and not as an Internet forum that accumulates caring people around it, and cannot use this huge human resource due to the lack of a clear and professional organization. It became more difficult for them to speak on TV, to give interviews in newspapers and magazines, telling how they organized the detachment. Because they did not organize it, and this is increasingly coming to the surface. It is even more strange that these people consider themselves entitled to give us instructions and accuse us of registering a detachment, which was publicly announced back in the autumn of last year.

We weren't going to get into a public squabble with these people, but the sudden flood of accusations from them forced us to tell the truth. And, we are still sure that no matter what the detachment is called, the result of its work and the professionalism of the search engines are much more important than the number of publications and interviews in the media. Here is a photo and accompanying text: they have been looking for this person for more than two weeks, everyone who is ready to help with information or active actions is asked to respond. A few minutes pass, and the face seen for the first time is forgotten. And the pain of those who are now sitting at home and looking with horror at a silent phone can be tried on for just a fraction of a second.

The Lisa Alert Volunteer Squad (similar to AMBER ALERT, the American Missing Child Alert System) was founded in 2010. In the summer of 2010, the activists united on the Internet and went to one of the forests near Moscow in search of little Lisa Fomkina, who got lost while walking with her aunt. The police officers put off the search for a long time, and when the volunteers started, they could not join the activists because they were busy at the City Day. As a result, Lisa was found by members of the Lisa Alert search party.

Being in emotional shock, the guys agreed that they would continue to respond to such cries for help. Now the detachment has some kind of branches, the organization exists exclusively on a voluntary basis. Associations under the same name function in the Bryansk, Tver, Ivanovo and many other regions. To the question of how many participants Lisa Alert has, no one can answer for sure. Thousands of registered, hundreds of activists, and every time new people come to search, they replace each other on duty, and sometimes it seems that the support is colossal.

Basically, the coordinator of the voluntary search squad says Irina Vorobieva, among the volunteers there is an unspoken distribution: someone goes only in search of children, someone, on the contrary, adults, others are looking for people with disabilities. And you never know how many people will help today. But in critical situations, of course, everyone mobilizes. Of course, the creation of such a squad highlights the problem of search by police officers. It's no secret that reports of missing persons are accepted 72 hours after the person has not returned home. It's no secret that while missing persons reports should be accepted at the time of application, they are often delayed for 72 hours. And even if the application has already been accepted, the search does not begin before the indicated hour X. This convention is connected with isolating really serious ones from a huge number of false appeals. As for adults, it is clear that they can leave, leave and forget to warn their relatives, but it is impossible to wait, idly, for three days for a child who has not returned from school. You can gather all your relatives and friends, comb the nooks and crannies, but as a rule, ten, even twenty pairs of eyes is not enough.

The federal law on “Operative and Investigative Activities” states that in special cases (“which ... can lead to the commission of a serious crime, as well as in the presence of data on events and actions that pose a threat to state, military, economic or environmental security of the Russian Federation” ) it is possible to conduct a search operation within 24 hours after the loss. At the same time, a court decision on this should already be received on the next day. It is easy to guess that such exceptions are too rare.

Volunteers from the Lisa Alert Association say they don't often have to work side by side with police officers. And they even receive reports of the loss from the Ministry of Emergency Situations (a similar agreement was concluded last year), which in this case serve only as a mouthpiece. Accordingly, departmental cynologists accompany detachments of volunteers extremely rarely. And since there are not enough police officers even with official permission to search, the Alert people came up with the idea of ​​​​using police cars. The UN Convention on the Rights of the Child, adopted back in 1989, states that the parent is responsible not only for the conditions of the child, but also for his safety. There is no law in Russia that would imply punishment for the loss of a minor, only for kidnapping. True, there is an article about “Failure to fulfill the obligations of raising a minor”, ​​but the maximum that threatens for its failure is corrective labor or a fine. In my practice, there was a case when a girl was recruited by terrorists to make a living bomb out of her, but they were stopped when they tried to take her out. The cases are very serious. Therefore, it is extremely important to be in contact with your child, to know how he lives and with whom he communicates.

With the little ones, there are more stories about "lost". And this is entirely the responsibility of parents who for some reason think that the state or society should be responsible for the child. I don’t understand at all how, after constant stories with maniacs, you can send your child somewhere alone without any safety net and control. No amount of music is worth putting a child in danger.

There is no specific age when you can already walk alone. It depends on the psyche. If the child can already soberly assess the situation, you can let go. But to understand whether the child is ready for this, only parents can. By the way, when children walk in twos or threes, the probability that something bad will happen to them is very small.

One day they did not return. Parents turned to the police for help, they met typical sabotage, stories about three days and all that. They began to search themselves, volunteers began to respond. In the end, first they found the body of the aunt, then the body of Lisa. Lisa was found on the 10th day of the search. And the medical examination found that she did not live 2 days before she was found. And the volunteers came to the conclusion that if they had started the search two days earlier, the girl would have been saved. And we decided to create a volunteer detachment to prevent such tragedies in the future.

As often happens when some structure is formed out of chaos, it is formed around some already existing structure, in physics this is called the "crystallization center". So here, during the search for Lisa, the already existing club of lovers of off-road jeep rides acted as the crystallization center for volunteers. The search was led by Pavel (callsign Rasp), in fact, the whole history of this search and his leadership took place on his page in livejournal. So there is nothing surprising that when creating a detachment, he can be considered the “Creator of the Detachment”, then it was not important, but now other candidates have suddenly appeared on this score. The most active volunteers formed the Council of the Detachment to resolve all issues related to its creation, I don’t remember who was the first chairman of the Council of the Detachment, however, according to the then rules, the chairman could only rule for a year and never for two years in a row, and all issues were still decided by the Council, The chairman only presided. There was a Charter and all meetings of the Council of the detachment were recorded and necessarily officially published.

And everything would be fine, but as in any fairy tale, a “boy-bad boy” appears, and here a young businessman Sergeev Grigory Borisovich appeared (hereinafter referred to as GB). By a strange coincidence, he is also a furniture dealer, like Serdyukov. However, maybe he was already and then not alone, here history is silent. But when I already appeared in the detachment, he never, at any detachment event, did not appear without Irina Vorobyeva, a journalist from Echo Moscow. In those years, they were inseparable as Siamese twins, for which they were nicknamed Twix in the detachment. So the authorship of all further manipulations with the detachment is in question, but let's remember Vorobyov's name for now.

To begin with, the GB volunteered to help with the creation of the detachment's website, which did not exist at that time and the detachment used a forum on some third-party site. And… created. The site http://lizaalert.org appeared. But for some reason, the site of the Moscow volunteer detachment turned out to be registered in the city of Hinnerup, this is Denmark.

And his administrator was Admin, also like from Denmark, a man whom no one had ever seen in searches. The Council of the Detachment immediately suggested that the GB transfer full access to the site to the chairman of the Council of the Detachment. But GB was in no hurry to do so.

I got into the detachment in November 2011, everything I wrote above I learned from eyewitness accounts. But what I saw myself, in November 2011, there were still minutes of the meetings of the Detachment Council on the forum. And out of curiosity, I opened the last one. This was in the summer of 2011. Firstly, the Council of the Detachment resolved issues on the legalization of the detachment. Namely, all the formalities were put in order, the Charter was thought out, etc., and documents were collected for registration of the detachment as a “Public Organization”. And there were elections for a new chairman of the Council of the Detachment. There were two candidates, already known to us Pavel (Rasp) and GB. And I clearly remember the number 0 opposite GB. The rasp was chosen unanimously. And if he managed to register, then it would not be so easy to capture the detachment, everything would have to be done in accordance with the Charter and all disputes could be resolved through a regular court. And so the GB began to act quickly and arranged in the detachment either a "color revolution" or a "raider capture", here whoever likes the name.

I asked how GB did it. Everything turned out to be simple. First, he found some people who supported him (or brought them to the detachment, there are no personnel checks right there), then he initiated re-elections. And at the new elections, he, bypassing all the rules, laid out a stack of "receipts" that some people were there for him. They objected to him that it wouldn’t work like that, no one saw these people who wrote the “receipts” during the search, does not know what they have to do with the detachment? But then GB went with trump cards.

As you understand, in any coup d'état, control over the media is key. What the media says is true. And then the only media in the detachment was his forum. On the forum, the GB wrote that he was elected chairman, and those who did not agree with this, that is, most of the Detachment Council were banned and their posts about how it really was rubbed there. And then, as it were, it becomes clear that it is no coincidence that the site of the Moscow detachment was registered in Denmark. And the Admin who allegedly he (or she) banned everyone was also out of reach, if not to fill his face, then at least look into his eyes.

As a result, unrest and holivar, mass bans and total censorship began in the detachment. People registered again to write the truth again, but they were calculated and banned again. In fact, at that time there were two Liza Alert squads, one of which consisted of people who believed in the http://lizaalert.org forum, or were not interested in intra-squad politics and read only active search topics (and most of them are). And the second was formed from the Rasp and half of the detachment who did not recognize such "elections" of the GB. They were also called Liza Alert and created the site http://lizaalert.su. Now that site has already been closed, but for a long time it was possible to read truthful information about Lisa Alert in the era before GB. The supporters of the Rasp also brought the matter to an end and registered the legal entity Lisa Alert as a public organization. To which the GB said that he was such a supporter of freedom that the registration of a legal entity would only interfere with him, because. then the officials against whom he allegedly fights will restrict him. In the end, Rasp got tired of all this, he declared that he would not use the name of the dead girl as the name of the squad, and they renamed themselves Polar Star, by which name they are known to this day.

An interesting point is that after the seizure of power in the GB detachment and Vorobyov, they went to Astakhov (the same defender of children under the President of the Russian Federation) and told him that they were the main volunteers of the country. Before them, this never occurred to anyone. As a result, he believed them and gave them the official badges of his assistants. Which they used at every opportunity. But this once again emphasizes that the interests of this couple and the way they think was initially different from all normal volunteers. It also seems funny to me that the GB still began to be called the chairman, despite the fact that he disbanded the Detachment Council. He is called ... the chairman of the detachment. :) He is a detachment, not the Council, the detachment does not sit, he is looking for. It may have a commander, not a chairman. Here is such a funny thing as a legacy of those times when there was a Detachment Council.

And so, in November 2011, I appear in the detachment. I was, like all newcomers, very naive, I thought that everyone in the detachment was exceptionally kind, decent and crystal-clearly honest people. “They save people...” And everywhere there is an atmosphere of friendship and camaraderie. I didn't even know what was really going on there. On my first forest search, I found a number of shortcomings. Which wanted to discuss on the forum, to propose measures to resolve them. And there were reasons to write about it. Firstly, on my very first outing into the forest, they managed to form our group so well that almost everyone was absolute beginners, except for the elder. And the elder was not absolute, that is, just a beginner who was on the search 1 or 2 times. Moreover, he himself was so zero that he did not think of taking either a navigator or a compass at the headquarters, which were given out to the seniors at the headquarters who wished. As a result… we arrive, we are unloaded from the UAZ in the middle of the forest, the car leaves and he looks around like that and says “But I don’t know where to go…”. And we not only had to go somewhere, but comb the square with a continuous comb. :) And when we returned, I said that, of course, it was not the head of the group who was to blame for this, but the one who formed this group with such a composition. Before that, we all wrote questionnaires where we indicated our equipment and other data. The group was formed in this way by Alina Pavlyukova and still she cannot forget me, she spreads all sorts of nasty rumors about me in the detachment, whoever is interested, I will send in a personal.

Generally an interesting woman. He openly writes on the forum something like “the detachment is a big red-haired friendly family, how I love you all”, and in a personal message “we are in charge here, and if you don’t like it, blame it on the PZD”. And this too important point domestic policy detachment. It's not enough to ban a person on the forum. It is necessary to him even before this masterful and professional shit in the soul. So that he does not even have a desire to somehow return, re-register, come in search again, etc. To make it disappear. And with many they did.

And another question about which I then wrote on the forum, but the fact that a person almost died in this search, primarily because of his stupidity, of course, and also due to the very great stupidity of all the staff who heard the distress signal, but ... did nothing. It takes a long time to paint everything in detail, the fact is that then I was banned on the forum for the first time. But to their regret, I did not stop going in search. But I met the real creators of the detachment in the Polar Star, since everyone sent me there like that, who told me the background of this situation.

The next interesting moment was not long in coming, this is the winter of 2011-2012. In the detachment, some "old men", that is, those who have been in the detachment since its inception, were indignant why Vorobyova writes political articles in the style of Ekho Moskvy on behalf of the detachment. No one gave her such a right, and indeed the detachment is out of politics. Why drag it in there? The situation was aggravated by the State Security Committee, declaring that if they did not stop interfering with Vorobyova, then he ... would leave the detachment. This, of course, greatly surprised everyone, but ... then there were still a lot of people who remembered both the detachment before the State Security Service and the fact that it was not he who created the detachment. So no one saw the tragedy in this, except that they breathed a sigh of relief that it was possible that with his departure, all this mess in the detachment would finally end. But it was not there.

At the end of the winter of 2012, everyone was invited to a meeting where, as promised, they would discuss the "crisis in the detachment." From the beginning, they wanted to hold a meeting in Moscow, but canceled it. Then in Troitsk, there were fewer people who wanted to get there, but I went. The meeting was also led interesting person named Bavaria. He was interesting because, for example, he called normal volunteers “stompers” (whoever is familiar with this slang will understand what his interest is). :) And at this meeting, he made an interesting reservation by drawing an analogy of the chairman with the word "fuhrer", which in his translation meant "leader", in a good sense of the word. You also need to understand that not every person at all could remember the word "Führer" in this, one might say, good sense of the word. The hall where the meeting was held consisted of two halves. And as it quickly turned out, in each half there was a person (at least one, but two were clearly visible) who, at the right moments, shouted out the necessary phrases in an organized manner or shouted out to people who should not have spoken. The GB itself was silent for most of the meeting, and not surprisingly, in terms of intelligence and cunning, he was very far from the Bavarians.

And so, the meeting. On the move, the Bavarian states that the hall is limited in time, up to 16, it seems, hours. The meeting cannot go further than this, the hall will have to be vacated. Then he asks, what are we going to discuss?
