Terrorist attack in Novoselitsky. Fair outcome

An ordinary Monday morning became a real horror for residents of the village of Novoselitskoye, in the Stavropol region. Like thunder, five explosions rang out from the clear sky at once. And immediately the terrible word “terrorist attack” was heard among the population.

The first call to the editorial office of “Caucasus Today” rang on April 11 at the beginning of eleven in the morning. A source in law enforcement agencies told us that an explosion occurred in the Stavropol region: “At the Novoselitsky district police department. Presumably, the suicide bomber detonated the explosive device.”

Another twenty minutes pass - and a new piece of information: five explosions thundered! Sources say the woman had accomplices. The three of them tried to enter the building of the district police station, but met resistance from law enforcement officers. It was then that the “suicide belt” was activated.

It became clear that someone, again, hiding behind religion and denigrating its true adherents, decided to play his black game, this time choosing as a platform a small village in the very center of the Stavropol Territory. And the information “boom” began!

As is expected in such cases, the data appearing on the Internet and on TV channels with amazing speed varied greatly. Some media reported that all three women committed suicide, and fragments of their bodies were scattered near the building. Others wrote that only one suicide bomber died as a result of the explosion, and two were killed by security forces.

However, it was later discovered that the attackers were in fact men.

But another question remains, to which we are looking for an answer: if two terrorists were neutralized, and only one managed to explode, who carried out the other four explosions? And they were. This is reported by both law enforcement officers and local residents with whom we were able to communicate.

“I heard four explosions. Then they said that there were even more of them. Friends who were at the scene after the incident say that they saw severed fragments of bodies.”

Fragments of bodies... And this is another question, but we will return to it a little later.

And now about the explosions. Several calls - and we manage to find out that when they approached the building, the attackers blew up grenades and threw one into the room. That's when the police started shooting. At that moment, another explosion occurred - the suicide bomber activated the “belt”. His accomplices were neutralized.

So, the question of the number of explosions has been removed. We are beginning to grapple with another controversy that has arisen: was a body or bodies found at the scene? At this time, another source reports that a total of six people were killed, therefore, there were casualties among civilians or law enforcement officers. However, these data were denied by representatives of the Ministry of Internal Affairs. They explained to us that “the information about the bodies scattered throughout the village is just an exaggeration of overly impressionable people who were frightened by what happened.” Indeed, as they say, “fear has big eyes.”

At the same time, we are observing the reaction of the population on social networks. Everything there, as usual, is ambiguous. There are those who advise “preparing for the outbreak of war” and suggest “digging trenches,” saying that military equipment has been introduced into all cities of the region. We look out the window - it’s quiet.

However, a certain trend can be traced: the overwhelming majority of people are calling not to do the dirty work for terrorists and their sponsors, not to divide the world into black and white and not to build barricades between each other. One young man recalls the events in Budennovsk back in 1995, when the city was attacked by a gang Basayeva. Then the world, including the small quiet city, was not ready for such a large-scale threat and such an insidious enemy as terrorism. The residents did not give up and did not give up the city. Today, when we, unfortunately, got to know this bloodthirsty rival quite closely, there can be no question that he can win.

In the meantime, we are again in contact with the informant. At 12:20 he reports that in the area. Then for the first time the incident was officially mentioned as a terrorist attack.

In Stavropol, the regional governor Vladimir Vladimirov, where he speaks of the need to cancel all public events in the region for the next two days. There he also orders to strengthen security measures in all social institutions of the Stavropol region and to place key transport hubs under special protection.

A little later Vladimirov says in a conversation with reporters:

“For a prompt response to the incident, the regional government will apply for awards to the police officers.”

The role of law enforcement officers was also emphasized by the First Deputy Chairman of the Federation Council Committee on Defense and Security Franz Klintsevich:

“The key role in the fight against terrorism remains with the human factor. I think that, first of all, it was the vigilance of the employees of the Department of Internal Affairs of the Novoselitsky District of the Stavropol Territory that made it possible to solve an extremely difficult task - to stop suicide bombers...”

Meanwhile, a representative of the National Anti-Terrorism Committee makes an official appeal Vadim Druzhinin, who spoke about the details of the operation at the explosion site:

“A set of measures has been organized aimed at implementing the administrative regime and operational investigative measures. Explosive experts and an operational investigation team are on site. A legal regime for a counter-terrorism operation has been introduced on the territory of the Novoselitsky district. All persons involved in the detonation of explosive devices, as well as their accomplices, are being identified. Measures are being taken to eliminate the consequences of the explosion. The situation in the incident area is under control."

By this time, all schools and kindergartens in Novoselitskoye had already been evacuated.

“Everything is cordoned off. There is no free passage anywhere. There are law enforcement officers everywhere. Riot police from Budennovsk are working in the village. They say that special forces arrived from Moscow. All public places are closed: kindergartens, schools, hospitals and other medical institutions. But the mood among residents is calm. There is no panic" reports in a conversation with us Ali B. one of the local residents.

After lunch on the official website of the regional Investigative Committee:

“Today, April 11, at approximately 10 o’clock in the morning, three unknown men tried to enter the administrative building of the department of the Ministry of Internal Affairs of Russia in the Novoselitsky district, in the process of which they detonated grenades. Two attackers were killed by police return fire, and one blew himself up. In connection with this fact, a criminal case has been initiated on the grounds of a crime under Article 317 of the Criminal Code of the Russian Federation (attack on the life of law enforcement officers).” It is also reported there that the case was transferred to the Main Investigation Department of the Investigative Committee of Russia for the North Caucasus Federal District, and the deputy chairman of the Investigative Committee of Russia arrived at the scene of the incident to coordinate the work of the investigative team Boris Karnaukhov.

So, it turned out that the attack on the regional department of the Ministry of Internal Affairs was carried out not by a group of female suicide bombers, as originally reported, but by three men. Although a little later it became clear that we were talking about very young guys. Their . As it turned out, all of them were local residents previously convicted, including for murder: 33-year-old Zaur Akaev, 24 years old Ramazan Khaibulaev and 20 year old Isay Abdulatipov.

Isn't this the most obvious confirmation that terrorists are not religious fanatics, as was believed just a few years ago? These are just people, most often young people, without strong social ties, subject to external influence, who, under the strict guidance of “big brothers” and mentors, are zombified with the help of extremist literature, videos and drugs. They are simply used as cannon fodder to do dirty work, in our case, to “rock” the Caucasus. The strong, united Caucasus has always been like a “bone in the throat” of the enemies of the Russian state. This was the case hundreds of years ago, and this is the case now. Only they should understand that just as in the past no one was able to break the ties that bind the peoples of the Caucasus, neither will they be able to do so today. And if martyrdom, which is propagated by the ideologists of world terrorism and their closest henchmen, is the road to heaven, why do they themselves value their well-being and their lives so much? Let them also put on suicide belts! But no. They prefer to build castles and live in luxury, while the youth who fall into their networks go “into the forest”, preparing for inevitable death, “false jihad.”

Chairman of the Spiritual Administration of Muslims of the Far East, Plenipotentiary Representative of the Supreme Mufti of the Central Muslim Spiritual Directorate of Russia in the Far East Ahmad Hazrat Garifullin:

“Jihad in the path of Allah, holy war. They are actively trying to impose these concepts on us. As a learned person who knows the Koran and has studied all aspects of Islam, I can say that not a single letter of the Holy Scripture speaks of such things, of blasphemous acts. And there is not even the slightest permission to make an attempt on someone’s life or infringe on someone’s rights. These are some things taken out of context, interpreted by illiterate people who are pursuing their own goals...”

Who do the leaders of world terror see in Russia? A powerful enemy, capable and ready to resist them, to strangle this evil! Literally the day before the terrorist attack, an international conference was held in neighboring Pyatigorsk, at which representatives of the Muslim world from the North Caucasus, Tatarstan, Lebanon, Iraq, Azerbaijan and Yemen discussed ways out of the crisis in the Middle East. The role of our state in this process was repeatedly emphasized there. Thus, Chairman of the Coordination Center for Muslims of the North Caucasus Ismail Berdiev noted that Russia is so far the only country that actually opposes terrorism and violence. Terror, which has neither nationality nor religion, is an enemy that must be fought with the harshest methods. There should be no compromise in this fight. Apparently, Russian uncompromisingness provokes the world’s “kings of terrorism” to make attempts to destabilize or intimidate the Russian people. However, these attempts, as practice shows, lead to the opposite: it makes us more united, because in the face of the enemy Russia has never lowered its head!

Meanwhile, an ordinary Monday morning became a shock for the residents of a small village and a huge country. Perhaps only one thing in this sad story can console us: on the way to their fictional paradise, three Novoselitsky terrorists did not manage to take the lives of innocent people. And so be it...

All three who attacked the police department in the Novoselitsky district in the Stavropol region turned out to be local residents, media reports. Earlier it became known that the police department was attacked by three suicide bombers

The attack on the police department in the Novoselitsky district of the Stavropol Territory was carried out by three local residents, a source in the region’s emergency services told Interfax. “According to preliminary data, residents of one of the villages of the Novoselitsky district were involved in the attack on the regional department in Novoselitsky,” he said.

The agency's interlocutor noted that one of the attackers, identified as Akaev, had previously served time in a colony for the murder of a relative. There is no official confirmation of this information yet.

Before this, a source in the regional security forces also told Interfax that his last name was Akaev. LifeNews talked about him.

Incident on Monday. A source in the security forces told Interfax that the attack on the Novoselitsky regional police department, as a result of which the terrorists had to detonate suicide vests before they reached their target.

“When unknown persons in black clothes, presumably of non-Slavic appearance, abruptly headed towards the regional police department and did not respond to the warning to stop, the police opened fire on them. After hitting one of the suicide bombers, he activated the suicide belt he was wearing, and an explosion occurred,” the agency’s interlocutor said.

He added that one of the attackers threw a grenade into the police department building, which exploded in one of the office offices. Another agency interlocutor noted that all three were “non-Slavic in appearance.” “Currently, three heads of suicide bombers are lying near the regional department and forensic experts are working with them to establish the identity of the bandits,” said the agency’s source.

An Interfax source also reported on the search for the car in which the attackers allegedly drove. According to him, we are talking about a “green domestic car VAZ-21099.”

A representative of the Main Department of Internal Affairs of the Main Internal Affairs Directorate for Stavropol told RBC that no one was injured in the attack. However, according to a source in local law enforcement agencies, a policeman on duty at the police station was injured - he received a concussion.

The Information Center of the National Anti-Terrorism Committee (NAC) reported that a legal regime for a counter-terrorism operation has been introduced in the Novoselitsky district. The committee noted that “the forces and means of the units of the FSB, the Ministry of Internal Affairs and the Ministry of Emergency Situations of Russia have been sent to the scene of the incident.”

RBC's interlocutor in the special services suggested that we could be talking about terrorists who swore allegiance to the terrorist organization "Islamic State" (ISIS, its activities are prohibited in Russia). She took responsibility for earlier attacks in Dagestan: on March 29, in the suburbs of Makhachkala, a convoy of two Interior Ministry vehicles was blown up, and the next day there was an explosion at a checkpoint near a police post in the village of Sirtych in the Tabasaran region.

“Preliminarily, three suicide bombers carried out a suicide bombing near the building of the Novoselitsky District Department of Internal Affairs, Stavropol Territory. The terrorists died, and about five explosions occurred in total,” law enforcement officials said.

Later, the information was confirmed by the Main Directorate of the Ministry of Internal Affairs of the Stavropol Territory. According to preliminary data, no one was injured as a result of the explosions. It is known that there were three terrorists. Presumably, a Mazda car was blown up, TASS writes.

The territory where the emergency occurred is under special control. Governor of the Stavropol Territory Vladimir Vladimirov said that educational institutions, kindergartens and medical institutions are being provided with enhanced security.

“I have already given all the necessary orders to improve security measures. In the regional center of Novoselitskoye, all kindergartens and schools have been evacuated; only 14 seriously ill patients and the medical staff who provide their treatment have been left in the district hospital,” Interfax-Yug quotes Vladimirov.

As the head of the administration emphasized, it is possible that the suicide bombing near the Ministry of Internal Affairs was only a diversionary maneuver. He also suggested that other criminal actions could be taken.

Another source in the security forces said that as a result of a self-detonation, the attackers’ bodies were literally “torn to shreds.” “Fragments are lying around. There were supposedly three or four explosions,” he explained.

According to the latest information, one of the militants was a resident of the village of Novoselitsky district, Akaev Z. “The identities of the other two suicide bombers are being established,” Lifenews quotes a source in law enforcement agencies.

As Lifenews was told by law enforcement agencies, Akaev Z. was sentenced to ten years for the murder of his sister’s husband. And in prison, according to the source, he became an adherent of radical views.

“He was released only in February of this year. He lived with his mother, did not have a family or children. He left prison, behaved quietly, did not go out, did not appear anywhere,” said Vasily M., Akaev’s neighbor.

According to the information received, Akaev’s accomplices were girls. The first one committed a suicide bombing when she tried to enter the building of the Novoselitsky district police station, then another one committed similar actions, Vesti FM reports.

It is possible that a group associated with the Islamic State, banned in Russia and a number of other countries, will take responsibility for the explosions.

Earlier, on March 29, two bombs were detonated on the way of a convoy in Dagestan. As a result, one police officer was killed and two were injured. An organization closely associated with ISIS admitted to the crime.

The next day, another explosion occurred in Dagestan. Then, during a check at the checkpoint, the driver of a VAZ-2110 car detonated a powerful explosive device. One policeman was killed and another was seriously injured. ISIS militants claimed responsibility for the attack.

Then the governor of the Stavropol Territory, Vladimir Vladimirov, ordered strengthening control over vehicles entering the region.

The attack on the police department building in the village of Novoselitskoye, Stavropol Territory, involved two suicide bombers and one suicide bomber. Gazeta.Ru reports this with reference to a source in law enforcement agencies. Previously, media reported that only men were among the attackers.

According to local residents, while patrolling areas of the village, police found several suicide belts. “They say the police are looking for three more people involved in this terrorist attack,” the publication’s source explained.

Police helicopters are flying over the village, and riot police have arrived from Budennovsk and Stavropol.

As Interfax reports citing its sources, three residents of one village in the Novoselitsky district took part in the attack on the police department building. The source recalled that one of them was identified as a local resident named Akaev. According to him, he previously served time in a colony for the murder of a relative. There is no official confirmation of this information yet.

On Monday morning, three suicide bombers attacked the regional police department in the regional center of Novoselitskoye. Two were destroyed, the third managed to blow himself up. There were no casualties. A CTO regime has been introduced in the region.

Three militants armed with grenades attacked the Novoselitsky District Department of Internal Affairs

Roman Kiyashko

The attempted terrorist attack failed: two attackers were killed by police, and another exploded. None of the security forces or civilians were injured. The police department building received minor damage. In the Stavropol Territory, the CTO regime and the “Fortress” plan were introduced, nearby schools and kindergartens were evacuated.

Conflicting information about the attack on Novoselitskoye began to arrive on the morning of Monday, April 11. In addition to rumors about a suicide attack on the police department, information appeared about casualties among village residents, as well as that militants had seized a store in the center of Novoselitsky. Fortunately, most of the rumors turned out to be unfounded, and the operational work of the information services of law enforcement agencies and journalists who went to the scene made it possible to draw a picture of the events.

At the time of publishing the issue, it was known that there were three attackers, including a previously convicted local resident named Akaev. The identities of his accomplices have not yet been established.

“Today, April 11, at approximately 10 o’clock in the morning, three unknown people tried to enter the administrative building of the Ministry of Internal Affairs department in the Novoselitsky district, in the process they detonated grenades. Two attackers were killed by return fire from the police, and one blew himself up,” the press service of the Investigative Committee reports.

Roman Kiyashko

The exact chronology of the incident is still unknown. Some media outlets write that the police had a tip and were preparing for a possible attack. It is reported that as a result of a self-explosion of one of the militants, two others were injured, after which they were killed by return fire. At the same time, the regional police department reports that police killed one of the militants while trying to penetrate a checkpoint, and the second committed a self-detonation. The third attacker was later killed. Gazeta.ru also cites a version that at first two terrorists threw grenades at the building of the police department, but were destroyed by the return fire of the police, and then the third blew himself up.

All rumors about the victims of the terrorist attack turned out to be false. Thanks to the professionalism of the Stavropol police, the only victims were the militants themselves. The building of the Novoselitsky district police department and several cars parked nearby received minor damage. News agency journalists write that local residents heard the sounds of an explosion and gunshots. At the same time, Komsomolskaya Pravda, citing an eyewitness, adds that before the explosion at the police department, someone allegedly shouted “Allahu Akbar!” Village residents interviewed by Vecherka correspondents say that there were several explosions. Information about their number varies.

It should be noted that law enforcement agencies have not currently classified the incident as a terrorist attack. A criminal case was initiated under the article “Encroachment on the life of law enforcement officers” (Article 317 of the Criminal Code of the Russian Federation). A counter-terrorism operation (CTO) regime has been introduced on the territory of the Novoselitsky district.

Stavropol police also introduced the “Fortress” plan, according to which all police officers will take part in the search for possible accomplices, and will also work in emergency readiness mode. Law enforcement buildings are closed for the duration of the plan.

The situation in the village was brought under control of the security forces. The hospital and schools have been evacuated, and vehicle checks have been tightened on the roads. Vecherka correspondents who went to Novoselitskoye reported that the village was cordoned off and no one was being allowed into the scene. Local residents were not advised to leave their homes unless absolutely necessary. Then information appeared that traffic had resumed.

Roman Kiyashko

The head of the Stavropol region, Vladimir Vladimirov, clarified the information about the measures taken:

I have already given all the necessary orders to increase security measures; in the regional center of Novoselitskoye, all kindergartens and schools have been evacuated. Only 14 seriously ill patients and the medical staff who provide their treatment are left in the district hospital. It is possible that this was a diversionary maneuver and other criminal actions may be taken,” the governor noted.

Representatives of various security forces, as well as three helicopters and armored personnel carriers, were seen on the territory of the village. Later, the helicopters flew away, forensic experts and dog handlers continued their work. The police department building itself is tightly cordoned off.

The events in Novoselitskoye have already been commented on in the Kremlin. They noted that they are not yet inclined to immediately classify the incident as a terrorist attack. “To answer this question, you need to clearly understand who was behind this in order to connect it with a terrorist threat or banditry,” said Russian Presidential Press Secretary Dmitry Peskov.

According to Vecherka correspondents, by 16:00 on April 11, the situation in Novoselitsky can be described as calm. Residents are willing to contact the press. The security forces continue to work. There is no panic or excessive security measures. Whatever goals the terrorists set for themselves, they were not realized. The peaceful life of Stavropol villages continues.

For reference. The village of Novoselitskoye is the administrative center of the district of the same name, located 120 kilometers east of Stavropol. According to 2015 data, 8,536 people live in the village. There is a hospital, a House of Culture, three kindergartens, two secondary and two primary schools.

When the issue was already being typed, the names of the three attackers on the police department in the Stavropol region became known.

Thanks to the prompt interaction of investigators of the Investigative Committee of the Russian Federation and operational officers of the regional Ministry of Internal Affairs and the FSB of Russia, the identities of three men were established who today attacked the administrative building of the Ministry of Internal Affairs of Russia in the Novoselitsky district and subsequently blew themselves up. They turned out to be residents of the village of Kitaevsky, Novoselitsky district, previously convicted, including for murder: Zaur Akaev, born in 1983, Ramazan Khaibulaev, born in 1991, and Isay Abdulatipov, born in 1996
