In addition to basic information about the driver, the driver’s card contains additional information about the owner of the document. It may be associated with the need to wear glasses or contact lenses when driving or have a medical certificate if you have existing health problems. There are several types of vehicle driver cards: personal or examination; accounting, used at the enterprise for the purpose of collecting information about the employee to determine his optimal mode of activity and ensuring traffic safety, as well as a plastic one for the tachograph, in the form of an individual chip issued to the driver for easy identification.

When might a document be needed?

The document is filled out by the candidate driver before passing the driving test and given to the examiner. After passing the tests, the card is issued to the newly hired driver along with his license and is subsequently kept by him.

When do you need a driver card?

As I already mentioned, it was issued when passing exams at the traffic police and information about the driver’s licenses received was entered into it, and in earlier versions also the results of vehicle driving exams. Upon receipt of driver's documents or upon exchange, a new driver's license was issued based on this paper.

You probably noticed that when talking about using the driver card, I used the past tense. This is no coincidence. Yes, previously the driver’s card was included in the mandatory list of documents provided to the Traffic Inspectorate when obtaining a driver’s license. But now a lot has changed.

Old orders

The latest official document requiring the receipt of a driver card dates back to December 1997 and has become invalid since 2000. This is an Instruction approved by Order of the Ministry of Internal Affairs No. 860, developed in accordance with Government Resolution No. 831.

The procedure for passing exams and obtaining a license prescribed by these regulations largely copied the Regulations “On the Procedure for Admission of Drivers...” adopted in the USSR in 1987.

Tachograph card

From 2013, buses and trucks must be equipped with tachographs. These are special devices that control and record vehicle movement parameters, such as speed, driving and parking time, and so on. A driver driving a car with such equipment must have a special card with which he is identified by the device.

This card is plastic, like a bank card, and contains text information about its owner, as well as an electronic chip, which is used to interact with the tachograph device, as well as record and store information.

How is the driver card used?

Before starting work, the driver must install the card in the device. All necessary data about the driving mode will be recorded on it. The card is removed when the driver finishes work.

Driving without properly using electronic tachograph devices when required is punishable by fines. Moreover, both the driver (1-3 thousand rubles) and the official responsible for the equipment (5-10 thousand rubles) are subject to punishment.

The saved information serves to monitor the actions of drivers in terms of compliance with the driving/rest regime, compliance with the permitted speed, and can also be useful when analyzing emergency situations, accidents, and other things.

The employer is obliged to read all data once every 28 days. It is for this period that the memory capacity of the chip installed in the card is designed. The information recorded by tachographic devices, as well as the correct handling of them, is also checked by regulatory authorities.

Different types of cards

Currently, there are three types of tachographs, each of which must have its own card; it simply will not work with a “foreign” one:

With cryptographic information protection(CIS) Russian standard;
European standard(ETR);
According to technical regulations without CIPF Russian standard (can only be used when retrofitting with a CIPF module)

But only one tachograph is always installed in a car. Therefore, if a driver works on several machines with different types of devices, he needs to have two or three cards. At the same time, it is unacceptable for one person to have two or more cards of the same type.

In case of replacement, for example, due to a change of place of residence, the old electronic document must be handed over to the organization that issued it, where it is deactivated.

When working with a tachograph, other cards are also used, similar to the driver’s card, but intended for use by company management, service workers, etc.

How to apply for a driver card

Cards are issued by special organizations that have an advisory license. A list of licensed companies can be found on the Rosavtotrans website. The electronic document is valid for three years.

Production time is from 10 to 14 working days. After all, you can only drive for two weeks without a card if it is lost or broken, that is, with a non-working tachograph. Cost – about 2000 rub. for CIPF cards and 3000 rub. for AESTR. The price is not fixed, it depends on the specific manufacturer. As a rule, when ordering several cards at once (which is convenient for the company), a discount is provided.
