Born in the village of Machamushi (Machamash), Vurnarsky district of the Chuvash Republic.

I. Prokopyev graduated from the Kalinin Pedagogical School, Khabarovsk State Pedagogical Institute, and the Higher Party School. From 1950 to 1988 in party work: head of department, secretary and first secretary of the Kalinin district committee of the CPSU, assistant to the first secretary, head of departments, secretary and first secretary of the Chuvash regional committee of the CPSU (1974-1988). He was elected a member of the CPSU Central Committee of three convocations, a deputy of the Supreme Soviet of the Chuvash Autonomous Soviet Socialist Republic of six convocations, and a deputy of the Supreme Soviet of the USSR of four convocations.

Biography

On the initiative of the Chuvash regional party committee, the question was raised to the government of the USSR about the further development of the urban economy of the city of Cheboksary. As a result, a Resolution of the USSR Council of Ministers of October 30, 1980 was adopted to identify construction projects, expand and put them into operation in the capital of Chuvashia. The implementation of this government resolution radically transformed the appearance of the capital of the republic. New residential microdistricts have emerged: North-West, Novoyuzhny, South-West with all the infrastructure. The problem of providing the city with drinking water for two decades to come was solved.

I didn’t know her, this woman (or girl), but something very familiar slipped through her determination, fragility, and doom. And I realized - she reminded me of my daughter... my sweet, brave Anna!..
And suddenly I wildly wanted to see her! This strong, sad stranger. I tried to tune in... Present reality disappeared as usual, giving way to unprecedented images that came to me now from its distant past...
Right in front of me, in a huge, poorly lit ancient hall, on a wide wooden bed lay a very young, exhausted pregnant woman. Almost a girl. I understood - this was Esclarmonde.
Some people were crowding around the high stone walls of the hall. They were all very thin and emaciated. Some were quietly whispering about something, as if afraid of frightening off the happy resolution by talking loudly. Others nervously walked from corner to corner, clearly worried either for the unborn child, or for the young woman in labor herself...
A man and a woman stood at the head of the huge bed. Apparently, Esclarmonde's parents or close relatives, since they were very similar to her... The woman was about forty-five years old, she looked very thin and pale, but she behaved independently and proudly. The man showed his condition more openly - he was scared, confused and nervous. Continually wiping the perspiration on his face (although the room was damp and cold!), he did not hide the slight trembling of his hands, as if the surroundings did not matter to him at the moment.
Next to the bed, on the stone floor, a long-haired young man was kneeling, all of whose attention was literally nailed to the young woman in labor. Seeing nothing around and not taking his eyes off her, he continuously whispered something to her, hopelessly trying to calm her down.
I was interested in trying to look at the expectant mother, when suddenly a sharp pain slashed all over my body!.. And I immediately, with my whole being, felt how cruelly Esclarmonde suffered!.. Apparently, her child, who was about to be born, brought her a sea of ​​unfamiliar pain, for which she was not yet ready.

On February 20, 2017, at the age of 91, the largest state, political and public figure of Chuvashia, Ilya Pavlovich PROKOPIEV, passed away.

A man with a big soul and a big heart, a talented leader and wise mentor, whose name is inscribed in golden letters in the history of the Chuvash Republic and Russia, has passed away. Ilya Prokopyev’s entire work activity was devoted to serving the Motherland and his people. His selfless dedication to his work, uncompromising demands on himself and others, integrity and courage in making decisions evoked deep respect from the inhabitants of Chuvashia.

Ilya Pavlovich Prokopyev was born on July 29, 1926 in the village of Machamushi, Vurnarsky district of the Czech Autonomous Soviet Socialist Republic. After graduating from the Kalinin secondary school, he studied at the Kalinin Pedagogical College. In 1943, he was sent as a teacher of history and geography to the Khumush 8-year school. In the same year he was mobilized into the ranks of the Soviet Army. After the defeat of Nazi Germany, he participated in the liberation of China and Korea from the Japanese occupiers. Ilya Pavlovich was in military service until August 1950. During this time, he graduated from the Khabarovsk State Pedagogical Institute in absentia.

After being discharged from the reserve, he actively participated in the social and political life of the republic.

In October 1950, Ilya Pavlovich was appointed head of the propaganda and agitation department of the Kalinin district committee of the CPSU. In 1952-1956. worked as secretary, then second and first secretary of the same district committee.

In 1956-1958 studied at the Higher Party School under the Central Committee of the CPSU, after graduating from which he began working in the apparatus of the Chuvash Regional Committee of the CPSU as an assistant to the first secretary, head of the department of schools and universities, propaganda and agitation.

In 1961-1963. studied at the graduate school of the Academy of Social Sciences under the Central Committee of the CPSU, defended his dissertation for the academic degree of Candidate of Economic Sciences.

In 1963-1974. Ilya Prokopyev worked as secretary of the Chuvash regional committee of the CPSU, from 1974 to 1988 - first secretary of the Chuvash regional committee of the CPSU.

The years of successful development of Chuvashia are inextricably linked with the name of Ilya Pavlovich. Largely thanks to his organizational talent, all-Union construction projects, the Cheboksary Tractor Plant, the Cheboksary Hydroelectric Power Station, the Eye Microsurgery MNTK, the Central Stadium and many other national economic facilities were organized in Chuvashia. During these years, Novocheboksarsk was built, and entire residential neighborhoods with developed infrastructure were erected in Cheboksary. New capacities were developed at a chemical plant, an electrical equipment plant, a cotton mill, and an electrical instrument plant, and light and food industry enterprises were built. The city of Cheboksary has grown into one of the largest industrial, scientific and cultural centers of the Volga region.

Special attention to I.P. Prokopyev paid attention to the development of secondary and vocational schools and higher education in the republic. In 1967, the Chuvash State University named after I.N. Ulyanov.

Ilya Pavlovich’s rich experience as a politician and statesman, energy and determination were in demand even after his retirement in 1988. He was engaged in teaching, worked as deputy head of the Regional Center for Management and Marketing “Progress”, associate professor, scientific secretary of the Cheboksary Institute of Economics and Management of St. Petersburg State Technical University.

The development of research in the field of Ecology and Space should become key due to the possibility of the survival of Humanity in the surrounding World. Therefore, research using modern technologies and nanotechnologies in the field of ecology is important and necessary for Humanity due to the need to preserve and maintain the Earth's resources for the life of all Living Things (Flora and Fauna). Research in the field of Space should make it possible for Mankind to find spaces for future habitation and development, as well as protect the Earth from various external cosmic influences, for example, from meteorite and asteroid hazards.

At the same time, the Earth needs colossal funds for such programs. They can be found if funds are switched from Humanity's military spending to environmental and space research. This is possible on the basis of contractual obligations to spend funds from all countries of the Earth and, above all, the countries of the twenty and eight in the field of Ecology and Space. Such work and research should undoubtedly be led by the leaders of the countries of the Earth who have access to financial and technical resources, programs and projects.
